New question of the week, this one comes to us in the form of some lore.

This week, we'll meet one powerful member of the Syndicate as we start our periodic series of looking closer at the personalities that make up the various organizations of Earthrise.
The Syndicate
After building Sal Vitas and the advanced facilities underneath it, Continoma abandoned the area known as the Nest and the crude factories situated in what was known as the "Old Industrial" area. It wasn't just buildings that Continoma left behind, but people as well. Abandoned and forgotten with little drive initially except for the pressing need for survival, bandit gangs developed through the area. Rivalries flared up and endless turf wars drew lines through the city. No single gang could hope to take control of the Nest entirely, and years passed under this tumultuous state of affairs.
Until the Syndicate arrived. From the wilderness, a man named Shepherd and his followers arrived to the Nest. Within months, he and his gang used cunning and enough force to consolidate the city gangs into one collective known as the Syndicate. Known to many as the Bird of Prey, no one is entirely sure of this kingpin's full agenda, but no one can deny the success of his efforts. Shepherd has continued to focus all of the Syndicate's resources into solidifying his reign over the area. The area surrounding the Nest has since become known as "The Autonomy", and although squabbles still break out and life is far from perfect, one man sits at the top, appearing to keep it all together.
Time has been kind to the Syndicate, as their reach continues to expand through Enterra. Under Shepherd's guidance, they have become more organized, more vicious, and more influential over time. Still, pockets of uneasiness still exist. Attempts for rebellion still occur by the former denizens of Lottery Park with frequency. One group, often referred to as the Outcasts, do what they can to undermine the Syndicate. Still, they lack the strength and magnitude to oppose the Syndicate directly. It has been rumored that they are supported covertly by some of the Syndicate's direct rivals, but to say who exactly those are here would take away some of the player's fun in discovering the tangled web of Enterra's politics for themselves.
Do you support the decisions of the powerful and cut-throat Syndicate, and stand ready to keep order along with Shepherd's alliance of gangs by squashing all signs of rebellion? Or will you instead help the Outcasts, undermining the power base that stands in hopes of establishing something better?
